USCG submitting paperowrk for exchange of documentation during sale

When the sale is made, It appears clear cut from below instructions that you can email PDFs of all paperwork required, provided you paid all the fees. My question is if you use the back of Certificate of Documentation(CG-1270) for seller to transfer the interest of a vessel to you, do you scan both front and back of current Document and send it as one or two PDFs? Or do they have to have original COD in hand (sent by mail). Ive been using this email service for many things including title search, replacement of COD etc . It works very well. Ive never used it for "exchange of Documentation" as Coast Guard calls it where the seller signs over the document to you after the payment is made.
