So some dumb arse local government makes a by law and that can be extrapolated as evidence that an entire country is silly?

Maritime rule 91 is national.
And yes it is not just NZ, but in my op everywhere with a couple of exceptions.
Can I at least request a nanny that is hot?

It's not national it's only WRC who have done it. It's a local by-law in one small part of the country normally invested with cows and sheep and local body officials who have a known history of jumping the gun. Everyone is looking forward to see how, even if, they can enforce it.

NZ wide you do have to carry a lifejacket for everyone aboard any vessel but wearing them is generally up to the people or skippers call. Vessels exclude idiots walking on surfboards and a few other things. But these Stander Uppers are been seen doing serioulsy dumb ***** and it's definitely a 'when' will one or more be killed than it is a 'if'.

The USCG was pretty decent about the issue. They said that if you're using a stand up board in a surf zone then it's a surfboard and not a vessel, but if you're in navigable water then you're a vessel.

I think that's fair. If you want to surf, no one's going to make you wear a life vest. If you want to paddle around in the middle of a busy bay at night, you should be required to have a light and a whistle.
