Toerail seating

ok so as I got ready to post this I realized I left the case on the phone so photos to follow this evening after I finish lunch and head back down to the boat.

now the problem

The toerail on my boat is loose. exploring further it looks like only 4 of the 10 screws in the section are installed and 3 of those 4 are stripped on the receiving end. so I have to fill in and redrill I am wondering what is my best option. do I just fill with epoxy. redrill and reseat the screws. do I drill out the holes a little bit and epoxy in a threaded receiver's or is there something Im not thinking of.?
