If the oven cleaner (often some sort of lye preparation) does not work, you might try one of the citrus based strippers. They are not as powerful as the Methylene Chloride based formulas, but will not hurt gelcoat.

Oh... it's kinda funny to read all the advice about being PC with Neptune. He's a cranky old bastard in my experience, so keeping him sweet is a good idea. Not sure if he can read English, so you can likely get by with giving him cheap domestic champers and keep the good stuff for the skipper and crew, and of course, the Admiral.
