yanmar 3gm30f - gear lever slipping back

hi - does anyone know what controls the friction on the gear lever. I have an issue where gear lever doesn't stay in position and slips backwards. After 2000 rpm the lever stays in position. less than 2000 rpm the lever slips back to 1000 rpm. Guessing it's a spring adjustment somewhere. Attached is a picture of the back of the gear lever. It's a morse style gear lever.

This installation guide talks about a throttle damper adjustment but it's a bit hard to make out from the diagram. Maybe it will help.
