Volvo Penta 2002 Fresh Water Cooling System

Quick question. Should I have raw water flowing out my exhaust if the antifreeze hasn't reached the temperature to open the thermostat? Does the thermostat just control the antifreeze circulation through the heat exchanger or does it also regulate the raw water through the heat exchanger? Thanks!

Yes you should always have water out of the exhaust. The exhaust system could burn up if no flow as it uses rubber hose in much of it. Most systems just a have a tstat in the antifreeze/engine water jacket.
