Shifting Lever 3gm30

Is anyone familiar with this process of stopper bolt clearance for the kanzaki km3 gearbox? The measurements and shims....

Long story short the rebuilder left the stopper bolt out and has to come install it. I’d like to know more about it but this formula makes it seem like something that had to be done during the rebuild to take measurement L. (Shown in upper right diagram)

Any help would be appreciated thanks.
