Fuel consumption Detroit 6-71 TIB's?

I found this chart of fuel consumption for the engines I have in my boat, Johnson & Towers Detroit 6-71 TIB, 485 HP.

Can anyone explain the difference between fuel consumption and propeller load fuel consumption as the chart illustrates? Example: If I am running at 1800 RPM am I burning 19 GPH per the fuel consumption line or am I burning 9 GPH per the propeller load fuel consumption line?
