This would be applicable in rare cases and just a few areas. In general, anchor were you like, as long as you respect the buoyed-off beach areas.

In the Northern Baltic, with steep-to shores, the locals anchor by the stern and nose their boats right up to the shore, step off, and tie up to a tree or piton hammered into a rock. Wander ashore, have a barbecue, enjoy - even on private property, so long as you respect the privacy of the owners, and don't leave a mess.

Don't try that in Florida!

I tried, quixotically, to explain to some New Zealanders who wanted to pick fruit from Fijian gardens that it was like backpackers camping in their driveway and foraging in their orchard. Not gracefully received, but there seems to be the idea that produce is not owned. That idea is INCORRECT, and in Fiji, if you make a gift to the local chief, maybe someone will give you some, but taking without permission is stealing, and gives all the yachties who follow a bad name!

Pretty much the same in the northern Salish Sea. But there, rock oysters are abundant.

If you are so restricted that you can't anchor in a place that makes sense to everyone except a bureaucrat... time to pull up anchor and get more remote or get Elon Musk to book you a seat on one of his future moon trips...
