Noticed in your list of requirements no mention of sailing performance. Sounds like you will be sailing on inland lakes so I suspect a lot of light, fluky winds to deal with. A simple, if imprecise, measure of performance would be PHRF ratings. The site below gives a comprehensive list for New England which would be a bit windier than what you have. For a few boats suggested:
C&C 27 - 180ish (lots of variations)
Catalina 27 - 207ish
Bayfield 29 - 237
Lower is better and in a light wind area the Bayfield would be worse.


Also, I see no reason for capsize ratio in your list of criteria since the conditions for a capsize just don't exist on your lakes. I think you are interested in stablity - both initial and final and the capsize ratio does not really tell you much about this.

May I suggest an Oday 27. I'm 5-9 and got plenty of room in it.

I second the votes on Cal 27, Bristol, Oday 27…Columbia 29s are incredible in that boat size, but I could only really stand up straight in the middle…I’m 5’ 10” or used to be.

This may not sound very nice, but once during a charter, one guest, a particularly annoying know-it-all, kept telling everyone about their extensive experience etc. An Oday 29ish went by, so I said, “Oh look, its a Winchell’s 30.”
Know it all replied, “ Yes, I saw one at a boat show.”
