What company is it that you are trying to reach? If you file a third party liability claim under his policy, the deductible should be low- often it is $0.

Not true. His agent was completely correct and does not need additional training. Each policy has two deductibles- a higher one for hull damage to repair your own boat if the damage is your fault (or the other boat doesn't have coverage, or it is hit a and run) and a second lower deductible for liability to third parties. The third party liability deductible is usually very low, often $100 or sometimes even $0. However it only applies to damaging other people's boats, so you can't use the liability coverage / low deductible option for your own boat. So if the OP can get the other boat's policy to honor the claim on their liability coverage, then neither party has to pay out much, if anything at all.

Any suggestions for avenues we have not pursued?
I believe your insurance covers you! Just like home insurance covers your home and then goes after the other company for compensation

As a lawyer myself, I agree.

**** happens and his apparent shitty attitude only adds insults to injury.

The opposite can happen as well. I scratched another's boat after the fuel station linesman dropped the line in the propeller and saw me wind drifting into two other's boats.

The other day I scratched a car in a parking lot. I left a message and contact nr, but have not been called after 6 months.

The boat owners told me they would call me if they deem it necessary, and thankfully they did not.

Bumps and bruises, as unwelcome as they are, happens...and I am sorry it happened to the OP, or to anyone.

The OP states he us weary of the courts. That is one of the remedies. If you (maybe wisely so) elected not to use the remedies at your disposal or it does not work out, then move on with your life. Add the experience to other bumps and bruises that will come, self-inflicted or otherwise .

Tie a bucket to his rudder before he leaves. Throw a bent cotter pin into his cockpit. If you are in the US, try poopsenders dot com. I love the idea about posting pics of his boat. Don't get mad. Get even. It's way more fun.

I think finding a stray piece of hardware in my cockpit would drive me crazy for quite some time
