Yes, this is true. But the crew's job is to go to sea and make the voyage in whatever conditions that might arise, avoiding extreme conditions where possible. You have to remember that these are mariners not Sunday sailors. Load or discharge cargo, put out to sea. That's how it goes.

Interestingly I saw on the news that another cargo ship left at similar time but the Cap'n opted o west for the old Bahama Channel and they were fine.
