Buck Island, St Croix anchoring permits

The website does not list the permit currently. Has been down since at least October. Regulations also cannot be viewed. I contacted them via email and was given two people to reach out to, neither of whom has responded.

Is it possible to apply for the permit in person in Christiansted and have same-day approval? Or is there a better way to do this ahead of time?
