I looked in my app store (IOS) and see 2 apps. Weather 4D Routing for $39 and Weather 4D Routing & Navigation for $59. Which is the one being discussed here?
And If I read the above correctly, if I buy the App I still need to purchase a region map as well?

I have the Routing and Navigation app, although I have never used it for navigation and have no info on available nautical maps and cost.

I strictly use the app for weather routing, for which it appears the $39 version would be just fine.
