Question Ample power eliminator - without headboard

I have an Ample Power Eliminator on a boat I have just bought: it's to handle charge to the charging battery once the house bank has come up to voltage.

I've checked the manual for wiring connections and it's connected OK, however, the manual suggests that there should be a second part plugged into the 'terminal block', and there's not one. There's a multi-pin header with a bit of tape over it, the tape looks like it's been there ever since the unit was installed.

There's a green LED that has different flash sequences (which I've not yet figured out) ... and I haven't been able to ascertain whether it's working as intended (the house batteries are shot and the charging cycle is all over the place).

My question for the forum is whether an Ample Power Eliminator can work properly without the extra piece plugged on the top? Attached a photo of mine.
