I down loaded open cpn . Now how do I get to the global chart to chart to make my moves. ANY HELP well appreciated. when responding please be very speciftic on what to do next.. thank you

First you have to install it on your computer. What operating system are you using?
The rest of your question is very hard to understand, but it is advisable to get some charts - as you seem to be in the US, you are lucky and NOAA provides them for free.
The easiest way to manage your charts is to use the Chart Downloader plugin, available from PlugIns | Official OpenCPN Homepage
And first of all, start reading the manual, available both locally with your installtion and at OpenCPN User Manual | Official OpenCPN Homepage

Please read my previous post again. Did you already install it? How to do it depends on your operating system - is it a Mac or are you running a PC with Windows?

OK, after you double-click the file you have downloaded, the installer will be started. The default values for everything are fine for you, just click next until it is done.

like I said ive already installed 4.0 ive already clicked done . now I get a bunch of out lines on what the meaning is of all their outlines .... wher e do I go to get the world map to display

I really don't know what you mean by "a bunch of out lines" or "world map to display", sorry. After you install OpenCPN, you should see just a base chart, covering the whole world. It should look like what you see on the last picture at Using OpenCPN for the First Time | Official OpenCPN Homepage
You of course want some real charts to be able to use the program for real navigation. There are many ways to get them, but for you the easiest one probably is to download and install the Chart Downloader plugin from PlugIns | Official OpenCPN Homepage, enable it in the Toolbox and make it download the free NOAA charts for the areas of your interest for you.
And please, keep reading the manual, all this is covered there in detail and with pictures.
