What do you need a rental car for? The Port of Call Cruisers shuttle is $5 per person to ride all day and leaves from the St. Augustine City Marina at 9 AM and 11AM except Sundays. The schedule may be changing in the future but for now, it goes to pretty much every
destination that a cruiser would want, although it is a pretty fixed
route.
Also,
Florida is a no-fault state.
Each drivers own coverage pays for the
accident. You can't sue the other driver for most "minor" accidents unless the “serious injury” threshold is met [disfigurement, permanent disability, or significant and permanent scarring]. So, don't speed, don't drink and drive, and be careful and IMO, you will be OK with just the coverage from your CC, as long as you stay in FL.
