Given those criteria I'd say there's too many boats to count. You may even find one with basic electronics and an older radar. I'd recommend the chart plotter over the tablet or phone approach because they are made for the environment. My Lowrance plotter is ten years old and lives on the outside in front of the wheel where I like it. It's wired in so no dying batteries or recharging and it's water proof without a case and the inherent obstructed view.
