water meters?

I have now gotten to a new section of my electrical panel in my "new" boat and what I first though was a meter for the windlass, now appears to be a water usage meter?? And I pulled out the Wema water level gauge that did not work and now I know why, 2 snipped wires and no attaching plug. So far, no sign of the plug and I cannot think of any reason to have cut the 2 small wires (power??) Can anyone give me any information about either of these? What would I be looking for which would be driving the HYDRA meter? Do not find anything on the Ben Marine web site. The boat has pressure water with a small accumulator tank.
