Superstor Water Heater SS-6M

My new-to-me boat came with one of these...13 years ago. It works fine off the engine but has never been connected to AC...I don't spend much time at docks.

I would like to hook it up but the PO didn't leave a manual. After a few calls to determine how to set the water temperature, I have learned that the model has been discontinued and the company rep had no information. I don't think this water heater has ever been connected to AC.

The AC source wires were nearby, I have check them and they are hot when the proper breaker is on. The white and black wires coming out of the water heater seem very small to me, maybe a size 16, for this power draw. However, I connected them anyway as there are no other that I can find; the AC positive to the white and black to black...it doesn't work.

Does anybody know anything about this particular water heater? Could these small wires be for a temperature setting rather than power source; if so, where are the power connections?

The boat is hauled-out at the present time and I would like to scratch this item off my TO-DO list.
