Lunaire troubleshooting

I have a lunaire Maine AC unit that used to work fine but a new problem has started. As soon as the breaker is turned on the compressor starts, even with the remote digital control panel not powered up. I have been told by lay people that it is probably a start capacitor or a start relay.
Has anyone heard of this before? Has anyone found a lunaire spec sheet with part numbers?

Gord, thanks for the troubleshooting guide.
Played around with the system(s) this weekend. Salon Unit still has the compressor starting as soon as the breaker is turned on. Going to the panel and turning it on starts the pump, lots of flow. Scrolling up and down on the temp setting causes the compressor to switch from cooling, to neutral, to heat properly. However fans do not run. I switched control panels (front unit is a 12K unit working properly and the salon unit of 16K). Fans (2 on the 16K unit) still not running. Fans were cleaned and manually checked for free rotation, all good. Next weeks job is pulling the bridge console apart to trace wiring to the fans.
