Well....not "exactly". I thought SCROTUS was the Supreme Court of the United States. You know, kinda like POTUS is President of the United States. What do either of those acronyms have to do with a former 0321 Gunnery Sergeant. Or is it just invenereal?

Fishing boats are the most often pirated. The skiffs for their skiffs and the larger boats to operate as motherships.
The crews on the mother ships are normally Pakistanis, Indians , Burmese, Bangladeshis and are kept in the hold till the navy works out the boat is suspect and the vessel then released by the pirates.
The fishermen in the skiffs are locals and they 'disappear'.
So anyone with a gun will happily have it on his boat

VHF to the navy. However if you read the story on my website, see link below, the container ship we witnessed being attacked by pirates tried to call the navy on the vhf but there was no response. We rang the UKMTO on the satellite phone and had an instant connection with the duty room. They rang the ship on their sat phone and then range us back.

I'd be jumping on both at the same time. We had an emergency procedures list, but its not on the computer, its on a sheet in the log book. If I was on the boat I would take a snap of it as it changed a bit on the transit and its interesting.

As it turned out the Sat phone was the way to go.
