I often get PMs from cruisers wanting copies of the Volvo Penta manuals I have (a fairly limited range). Is there a place I can post them on here so anyone can download without having to rely on me having internet connection? I know I can attach a PDF to a post but a library somewhere might be a good idea.

Try contacting www.L-36.com they have loads & loads of manuals online that are free for download, on all kinds of boat systems. I think that the person that runs the site is a member here, but can't recall his handle. And the guys over on Sailing Anarchy Forums would know too. But there should be a way to reach him via the site.
