Canadian but bought in Panama Registering, tonnage measurer etc

So we recently bought a 50’ Gulfstar in Colon, Panama. We are Canadian and we were wanting to register in Canada but it seems that a tonnage measurer would need to be flown in for this as there are apparently no local tonnage surveyors.

Questions?
Has anyone had their boat measured in Panama by a local registered measurer?
Has anyone gone through this process in Panama and what was your experience/contacts?
Does the boat have to be hauled out to be measured?
Looking at the potential costs of flying a measurer in, hauling out the boat and registration, we are wondering if we should register elsewhere?

Any advice or insights would be greatly appreciated. We need to make this happen quickly as we will be on the boat mid December.
