I have liability only on my three boats by Progressive. Stamas 26 sport fisher, 1984 Catalina 30 trbs and 1983 Ocean Yachts 46 Sunliner. They may be old, but they are my fleet.

This is one of the tricks we use in engine building if a bolt or screw is seized. Welding on a nut to a screw swells the threads, breaking any rust or adhesions, and gives a strong piece to turn on....

For the water flow question, take a peek inside the exchanger for pencil zinc's that break off inside and block the exit.

A guess is your ignition system is in need of TLC. Points and condensor would be a beginning before pulling the carb. You might want to replace the springs if those are still originals.
