That'll depend exactly on the structure of the rudder, the degree of the bend, and location of the bend, but it's probably going to be a little more involved than just belting it with a sledge...

What kind of seacock? Some of them I've encountered have little drain plugs for winterizing, so yours could just be missing that. Do you have a picture?
