Your system might have a fixed orifice or capillary tube setup instead of TX valve and no adjustment - I assume you're looking for it in the ice box right?

I'd say thats steam, fresh water cooling system is adequate if your temps aren't going up but reduced raw flow perhaps is allowing raw water to vaporize in the mixing elbow creating the white steam...
