How Much Alcohol Can I Stock Aboard ?

I was thinking of, perhaps, installing a "rum tank" like a a 10 gallon tank near the gally with a nice pump dispenser

It's been done. A friend has a big jug under the galley counter with a hand pump.

Anyone with experience declaring 'ships stores' entering Canada?
Seems they are quite strict on collecting taxes on booze.

I have always taken only a few bottles of very excellent wine on board, for long trips, and have consumed them before we entered port. There are always places where you can stock up with a few nice wines, until the next port of call

We always depart with lot's of booze but rarely arrive with a declarable amount...

You are allowed to import only one of the following amounts of alcohol free of duty and taxes:

* 1.5 litres (53 imperial ounces) of wine;
* 1.14 litres (40 ounces) of liquor;
* a total of 1.14 litres (40 ounces) of wine and liquor; or
* 24 x 355 millilitre (12 ounces) cans or bottles (maximum of 8.5 litres) of beer or ale.

Note:
We classify "cooler" products according to the alcoholic beverage they contain. For example, beer coolers are considered to be beer, wine coolers are considered to be wine. We do not consider beer and wine products not exceeding 0.5% alcohol by volume to be alcoholic beverages.

You can bring in more than the free allowance of alcohol except in Nunavut and the Northwest Territories. However, the quantities must be within the limit set by the province or territory where you will enter Canada. If the value of the goods is more than the free allowance, you will have to pay both customs and provincial or territorial assessments. For more information, check with the appropriate provincial or territorial liquor control authority before coming to Canada.

I will be moving aboard for good. I have a lot of liquor, so the choice would be to give it away, or put in onboard and pay the tax at the other end. It that feasible? I figure it would be better to take it and pay the tax and have my choices then to try to replace it down the line.

You have a third legal choice. Set up one of your storage lockers so that the customs agent can put his seal on your lock. They will inventory the booze and you are not allowed to open the locker until you leave the country.

Is the point to keep you from drinking while you're in their country (with just a couple exceptions, I can't see why most would care)? Or do they just want to make sure you patronize the neighborhood bar/liquor store?

Cause it's really expensive (especially in Ontario). A bottle of McCallan 12 year old Whisky that I bought for $35 in Sint Maarten (at Grande Marche, the grocery store) cost me $255 at the LCBO in Ottawa. At home in Montana, under $100, in California at Costco, probably $65.

And as far as wine goes, common table wine (not as good as 2-buck chuck from Trader Joes) is around $14 a bottle. And the cheapest beer here is $36 for a 24-pack or so.

Thats part of it, they also want to act like they're preventing smuggling across the border. Canada is very highly taxed, especially compared to the US.
