Question #1 You can never really budget as you can never really estimate when a "surprise" repair is going to come up. But you can estimate maintenance. Oil changes depending on how much you run you engine and/or generator. For our Beneteau Oceanis we changed oil every 75 to 100 hrs. We sailed alot which saved us $$ Other maintenance will depend on the year and how good the previous owner took care of it. Water pumps and outboard repairs seems to be a high maintenance. So if you can stock up in spare parts its always good in the long run. I think the percentage is a good place to start but you really have to evaluate the condition and year of your boat.

#2 Anchor... anchor alot. Dont procrastinate, if it needs fixing... fix it.
#3 Big expenses are engine problems. Not sure where you are traveling but consider shipping/ weight. And if you have to have something shipped make sure to use the "Yacht in transit" or else you will pay lots of taxes!
#4 My husband and I are in the technology field and we had to work some of the time and WIFI is good and sometimes not so good - at anchor. Most of time its better to go to land or when you are docking at a marina, its all good. *I recommend getting a waterproof case to carry your laptop either way.

The whole point of budgeting is to account for potential surprises and average them into your plans.
