Need Help Troubleshooting Air Conditioner Problem

I have a 16,000 Btu Marine Air Vector Compact (model VCP16K) that is probably 20 years old or more. It has the Passport II controls.

Recently I turned the unit on and was attempting to adjust the temperature. The remote control panel has two buttons for temperature up and down, but regardless of which button I pressed, the temperature would only go down. Eventually, after several head scratches and various attempts to set the temperature, I was at 60, which is the lowest setting possible, and that is where it is today. I cannot raise the temperature setting.

I figure the problem resides in either the remote control panel or the circuit board in the A/C. Can anyone give me any troubleshooting tips on how to determine where my problem lies?

See the Factory Default Resetting on page 11, the Stuck Button (Down) fault on last page of Troubleshooting, and the Note at the bottom of page 13.
