Jammed Jammer

New to me boat just arrived.

I was going through all the running rigging... for some reason the Genoa Halyard is going down the mast and is run through a jammer (located on the mast) then the line runs aft to the jammer in front of the winch. I seem to be unable to fully open the aft jammer to get the line out of the way (i want to run a different line back). Had anyone experienced this or have any tips?

I honestly did not notice the jammer on the mast until i was about to leave the boat, so one theory i have is to release this first then potentially the second one.
