167.00 for an aftermarket stainless seems to me very reasonable indeed, at least compared to those from other manufacturers...

Uhhh, is your prop loaded with barnacles etc?
My 3GM30 had the original exhaust elbow at near 2500 hours when sold.

No, my wheel and bottom are cleaned monthly.

If you think it is the exhaust elbow it can be visually inspected without replacing it. Remove exit hose and use a mirror to look inside. You will see two passage ways water interring and exhaust, restriction to flow begins at the joining point of the two. In very sever cases deposits will move back to stainless steel union an cause a stress crack in cast iron elbow.

Two areas you may have overlooked are error in tachometer do to oil on flywheel ring gear confusing the speed transducer. Or exhaust hose to water lift muffler or hose from water lift to exhaust through hull heat damaged. When blockage occurs high temperature will cause interior exhaust hose delimitation restricting flow.
