Use of washers and lock washers on DF 216 engine mounts?

I can't find anything on the net about the use of washers and lock washers on an engine mount for a typical 65 hp diesel engine. My DF 216 mounts came with no washers or even lock washers, only the two nuts. It seems to me that going in order from the bottom of the DF mount to the top it should go like this: Nut,flat washer,engine,lock washer and finally the top nut.

Maybe they left out the washers to save money or maybe I'm not supposed to use any? Seems to me during engine adjustment rotating the bottom nut with all the engine weight on it without a flat washer seems wrong. Or maybe with out the flat washer it jambs tighter and keeps the alignment easier?

One thing for sure I want to get it right before the alignment and weight go on the mounts because changing it later....uggg!
