You might check Chesapeake Yachts (757 487-9100) which is right at the northern split of the ICW and the Dismal Swamp canal. You would need to pass the I64 bridge at less than high water.

They have a travelift that I couldn't quite fit my 25 ft beam under, but you would be fine. I did work on my boat there (left the bottom painting to them, but I believe I saw others do it themselves).

This was 5 years ago before they scrapped the trailer they had been pulling me out with.

There's Ocean Marine nearby in Portsmouth VA who has a travelift I think wide enough, but I suspect they would want to do the bottom painting. They let me do lesser jobs...painting sail drives, props, and other stuff inside the boat.

Bluewater Yachts in Hampton had a 24' 4" capability I think, but limited DYI.

Get Skipper Bob's "Marinas..." as it used to have a listing of travelift beam, and DIY yards.

We have used Sam's Catamaran Boat yard in Key Largo for the last 4 years.
They can haul up to 27 ft beam and offer good do it your self rates.
Key Largo is not a bad place to be foe a while either.
