Bayliner Buccaneer 270 water under the flooring?

Hi, i just acquired a Buccaneer 270, its my first boat and i see that there is some water under the floor. it looks like there is a bilge trough. but there was no access to it. i had to cut a hole in the floor and it was half filled with spray foam which i dug most of out. someone told me it came this way from Bayiner back in 76.

Can anyone else confirm this is the way it was built or does it look like a previous owner fiberglass'd over the hatch like I'm thinking?

I plan to make a hatch so i can get whatever water collects in there, out.

Thanks for the owners manual Gord, was an interesting read!
look like its how it was made, so I've decided to redo the flooring and add a small access hatch.
