Need marina recommendation - PNW

Boat is ferrocement 63' overall, 17' beam, draws 10'.

We are currently in Blaine WA which is quaint, charming, expensive and far from marine supply stores. Looking for tips on marinas in NW Washington. So far we only have been as far south as Bellingham so we have no info at all on anything further south. We're not sure if there are any marinas up here in NW Washington that will allow us to work on it (decks are current project) and not cost the $700 + elect. that Drayton harbor is charging us. We will need to get hauled for a short time to install some through-hulls (very big Travel lift necessary, but mostly in the water).

It may well be that we have the deal of a lifetime, but I suspect that if we get away from the Canadian border it will get cheaper. Bellingham (about 18 miles south) charges the same prices, so maybe something further south than that.
