(help) - Rudder for Santa 30'

Problem:
Rudder for 1976 Santa 30' is gone. After being out of the country for several weeks I came back to see that the rudder for my Santa had broken off in a storm. The tiller and a sheared bolt were the only thing left.

Bigger Problem:
Not sure where to start looking for a used rudder, or whether or not it's even a viable option to do so. I've gotten quotes on building a new one, ranging from $2000 - 2500, but I can't really afford it, and I'm concerned about even getting one built because there is no template for a builder to base off of because the rudder is completely gone.

I'm sure this has happened to someone before or you've heard stories. I'd love to hear your suggestions moving forward.
