UPDATE!

I sent my pictures to Paul Oman, owner of Progressive Epoxy. He assisted me with my motorhome repairs and some other epoxy needs, he's a great resource. Anyway, he believes that the circles may be previously repaired blisters and has recommended some epoxy primer.
