Vieques- crime against cruisers 2015?

Cruised Vieques several years ago and it was great. Now the mooring balls are gone and there are rumours of serious dighny theft and worse. I would like to hear current ideas about what is going on there, and how unsafe is it really. Also, we visited all the beaches and anchorages, including the eastern ones, both North and South coasts. Are they still open, or have some been closed for new cleanup efforts?

Have only anchored in Esperanza and Sun Bay in the past few years. There was rampant dinghy theft when we were last there from the town dock but maybe they caught those guys by now! Some cruisers who stay there most of the time have put moorings in most of the sandy spots and one wants to charge to use his extra mooring
