Indeed.

The Wet Foot/Dry Foot policy allows Cuban rafters who reach US soil (actually setting foot on dry land) to stay there under political asylum, and Cuban rafters who are intercepted at sea are sent back to Cuba.

ALL other illegal inmigrants from ANY other country or nation in the world caught trying to enter the US by land, air or sea w/out visas are automatically sent back to where they came from. Hmmm ...
