What Is this Electrical Panel Called - How Do I Insert a Wire in it ?

I am having a hard time getting a wire in , I have put a pin in the middle hole and the top hole hopefully opening the lower hole to put a wire in, I hear there is a specal tool anyone know about this?

IEC Spring Clamp Terminal Block:
Just push the spring clamp (/w small slot screwdriver), insert the wire and release.
