Battery Controller

I recently purchased a used Isoler 30 Battery controller and it seems to not be working. Sent a message to the mfg and they said from the light configuration that it is either a short in the unit or the panel.

The other day tested the panel and was getting 12.6 V and 12 to 21 Amps, depending on the clouds. I believe the short is in the Isoler 30, but is there a way to test from the controller to the panel, or in the panel to see if a short exists. I am looking at buying a Blue Sky MPPT the next time I am in the States and don't want to find I have this problem after spending that money.

From the charger to the battery it is only 18 inches and don't see that the short is there.
