Yes, you are right, but an exhaust fan reduces pressure and thus restricts the air flow. An inter cooler is useful because the turbo heats the air a lot. It's hot exhaust driven and the increased pressure also heats the air even more.

A normally aspirated diesel doesn't gain much from an exhaust blower except a cooler alternator. For some installations that can be important.
