Plugin Functions questions

Could someone tell me if its possible to do the following within a plugin:

1. Hide/Show the toolbar?

2. Hide/Show the chart icons at the bottom, like issuing a CTRL+B?

3. Move the chart/viewport to another lat/lon?

I looked through the PluginManager but couldn't see these functions.

It was third one I was looking for anyway, I can do the others from GE2KAP.
