Dead Sailor found adrift in Philippines

He was spotted dead by racing sailors almost a month before he was found near the Phillipines. Autopsy report stating he was dead for a week was wrong.

Does anyone have further information regarding this? There was a comment that he was believed to be of German origin ... surely it shouldn't be too hard to determine exactly who this poor man was, given the fact he was aboard his boat, with a name on the transom and presumably documents aboard.
There must be more to this story than I have heard so far?
