That might be the prevailing attitude but it shouldnt be. Educating people does more for security than fines. Make every one entering feel like a criminal and they will just get better at covering their tracks.

I have sailed from the US to Canada (and vice versa) many times and have done exactly what you did. I have always been 100% forthright with the border guards..who are there to serve and protect. It was my understanding that when anyone crosses the border and drops anchor in Canadian waters, they are required to report (as you did). Once the reporting # is obtained, I thought the reporting requirements were met, and you are free to enjoy the country. I did not realize there may be additional reporting requirements if you plan to go ashore. I will need to research this further as I would not want to get caught up in a similar border mess.
As an earlier reply noted, if there were additional reporting requirements, it seems the CANPASS person should have made you aware of any ...before extending a welcome.

Do you know which rules this gentleman broke? I dont have any idea what he did wrong so there is a good chance I may make exactly the same mistake...unintentionally. I would really appreciate any info you can provide. Or if any border guard is a forum member, perhaps they could educate us on what was done wrong in this case. I assume since NEXUS was mentioned that this gentleman likely lost his NEXUS as well.

However...I'm open to the possibility that there is some legal requirement that neither he nor I am aware of.
Finding out what that is..(if in fact he did anything wrong)...and informing the forum may save a lot of us a border nightmare.

The guys unknowingly broke the law when they landed on Cdn. soil,as opposed to just anchoring without landing.I believe it is a fairly new rule to allow US boaters to "anchor only" in Cdn. waters as a convenience-especially in areas where it may be necessary or more convenient to pass thru Cdn. waters.

The Canpass agent was made fully aware of their intention to land on Cdn. soil (beach & restaurant/winery) & erred in her advice.

The jackass CBP officer could have handled this "honest law breaking" in a much better way. At worst,he could have asked them to leave & return to their vessel. In actual fact,he had the discretion to "clear" them on the spot.

If the facts given are true,the Govt. of my country owes these folks an apology at the very least.
The CBP officer needs "re-training" or......
