tow or salvage?

There is a good atricle in Sailnet.com about towing or salvage. The article is primarily about what to do while in US waters. But what about the problems while in foreign waters where language can be a problem. How is towing or salvage defined from Mexico on down to Panama and in the carib? Acording to the article towing is when the boat and all aboard are not in immediate danger. One line one boat. My insurance co has it well defined but if a problem does occur and help from a foreign boat is offered how do you stay out of trouble when you get into port and the foreign boat captain says it's salvage and you agreed beforehand on towing? Lawyers in a foreign country while your boat is tied up and you are stuck?
