Mast and Deck Fitting

Hello, I have a cavalier 37 and want to run an inner forestay for a storm jib, on my mast (Selden) above the spinnaker topping lift is an insert for a stay facing forward amongst the rigging sheets I got with the boat is a sheet (12mm) spliced end with a fitting that will lock into the mast fitting and on the deck, forward of the baby stay, is a block shackled to the deck about 1m inside the forestay. My question is was this fitting sheet and deck fitting intended to be used as n inner stay? I don't have any history or contacts to follow his p with so any guess would help. Photo 1 is the mast, se fitting above topping lift, photo 2 see foredeck and block forward of baby stay.
