Mariner 9.9 International wont run

I have an early 90's Outboard 9.9HP Mariner motor it will not run. I have spark, compression changed the plugs. It is pre teather. It wont even sputter with starting fluid. HELPP

Stuck or broken reed valves, faulty carburation, faulty fuel delivery

Double check your spark and bypass the kill switch. Are the plugs wet after attempting to start or are they dry (dry, no fuel: wet, poor/no spark).

Not certain of your serial #, but you may have stuck check valves (instead of a reed valve) located in a plate behind carb.
