Advice on Keel/ Rudder Joint

I am seriously considering buying a Bristol 29 that has been on the hard for four years. I spotted a spot on the keel where the rudder connects that looks like it might be becoming detached... I've posted a picture. The owner reports that there's no vibration or shaking when sailing. If any of you have advice or experience with this I would appreciate it.

Separately, if there are things to be concerned a out regarding boats that have been on the hard for four years I'd love to hear about it.

On our vessel that part pictured is called a shoe, i believe. Ours has three bolts holding it on. It holds the lower rudder post in position. Very heavy, probably bronze? Took it off, cleaned and reinstalled with ungodly amounts of 5200 to seal it and provide a smooth surface.

It’s not coming off, it’s a separate piece of bronze that’s bolted to the trailing edge of the keel. As Adeline posted, it’s called a rudder shoe.

I’ve taken ours off to drop the rudder. It’s held in place with three bronze (big) screws.

I'd get a scraper of some kind and find the fasteners they're talking about and also before buying... do more investigating on your own.... and then get a surveyor's opinion.
